(Toledo, OH) New legislation to combat wage theft in Toledo is making its way through a city council committee.
City council president Steve Steel says a report by a former Ohio attorney general estimates Toledo is losing more than four million dollars per year in income tax revenue-- simply because of accounting tricks by unscrupulous businesses.
Steel says one way businesses avoid payroll taxes is to misclassify their workers and give them a 10-99 at tax time instead of a W-2 where they would have to properly withhold taxes.
That package of proposed legislation would make wage theft a crime, limit the issuance of business licenses to employers convicted of wage theft, and prohibit them from being eligible for city contracts.
